AFA Integrates Agricultural Resources to Advance Regional Revitalization

Facing challenges such as population decline, urban–rural disparity, and an aging society, Taiwan’s National Development Council launched the National Strategic Plan for Regional Revitalization in 2019. The initiative aims to revitalize local industries, attract young people back to their hometowns, and drive holistic regional development. In support of this effort, Taiwan’s Agriculture and Food Agency (AFA), Ministry of Agriculture, has been working to enhance the competitiveness of the agri-food sector, strengthen connections with local cultural heritage, and integrate resources to bring new momentum to local economies.

Linking Agriculture, Culture, and Tourism to Attract Youth Home

Take Miaoli County as an example. Yuanli Township, known as the “Granary of Miaoli,” is home to a nearly 300-year-old rush weaving tradition that remains a powerful symbol of local culture. To promote regional revitalization, the AFA has supported the Yuanli Township Farmers’ Association in transforming unused space behind its farm direct outlet into a multifunctional food and farming education park. The site provides a platform for young people returning home to pursue careers and entrepreneurial ventures. At the same time, the project connects with nearby attractions such as the Triangle Rush Exhibition Hall, painted rice paddies, and the Love Orchard, effectively combining agricultural production, cultural experience, and tourism. Yuanli now attracts more than 100,000 visitors annually, bringing significant economic benefits to the community.

From Granary to Story House: Unlocking New Value in Agricultural Heritage

At the foot of Datun Mountain in New Taipei’s Sanzhi District, terraced landscapes and a deep-rooted farming culture define the area. To revitalize local assets, the Sanzhi Farmers’ Association embraced the principles of regional revitalization, converting an old granary into the Sanzhi Story House. This exhibition space brings together agriculture, art, and Hakka culture, presenting the stories of terraced farming and rural life while evoking local memory and identity. The Story House links with facilities such as the Agri-Arts Classroom, the No. 2 Warehouse Café, and the local farm direct outlet to create an integrated food and farming experience. The site attracts more than 10,000 visitors annually, generating approximately NT$3 million in economic benefits. Looking ahead, it will continue to serve as a hub for cross-sector exhibitions and guided tours, fostering a cultural center rooted in both its mountain and coastal heritage.

Advancing Regional Revitalization Toward Sustainable Development

Regional revitalization is a long-term endeavor that requires collective participation. Moving forward, the AFA will continue to promote related initiatives in collaboration with local communities, farmers, and young people, working together to build a new model of sustainable development that balances economic vitality, social well-being, and environmental stewardship. 。
