According to the AFA, compared with the traditional paper-based process, the online system offers three major advantages and delivers a more intuitive and efficient application experience.
First, applicants are no longer limited by government office hours and can submit applications anytime, anywhere.
Second, the system performs preliminary automated checks to help catch errors early. It can flag incomplete information, formatting errors, and missing supporting documents, helping to reduce rejected applications and back-and-forth requests for additional materials.
Third, employers can log in at any time to track the progress of their applications. From receipt and review to certificate issuance, each stage is visible online, making it easier to plan the next steps in recruiting migrant workers.
Moving Beyond Paper Applications: A New Step in Digital Processing for Farm Migrant Worker Applications
The AFA further noted that hiring foreign migrant workers is one of the measures used to ease labor shortages in rural areas, and that streamlined and user-friendly administrative procedures are essential to making the policy work.
The online application system helps ensure that application materials are complete, improves administrative efficiency, and shortens processing time.
The AFA added that applications are currently accepted through a dual-track system, with employers able to choose either paper or online submission. All applications are expected to move fully online in the second half of 2026.
Looking ahead, the agency will continue to improve the system interface, draw on data analysis to assess labor demand, and promote labor-saving machinery. Through these combined efforts, it aims to support stable domestic agricultural production and create a more competitive operating environment for the sector.
