Transforming Plant-Derived Agricultural Residues into Resources for Achieving Zero Net Emissions

In response to the challenges posed by extreme climates and with the goal of achieving net-zero emissions in the agriculture sector by 2040, the Agriculture and Food Agency (AFA) of the Council of Agriculture (COA), Executive Yuan, is dedicated to promoting sites for the recycling and reuse of plant-derived agricultural residues. This initiative involves connecting upper-stream collectors with lower-stream processors of the recovered resources, establishing a comprehensive value chain, and driving the development of circular agriculture. To advance this cause, the COA has relaxed its regulations for reviewing and approving agricultural facilities on agricultural lands. This adjustment allows structures to be built on agricultural lands for consolidating and processing plant-derived agricultural by-products. Simultaneously, the COA has introduced regulations governing post-COVID measures to fortify agricultural resilience and support farmers and fishers, serving as a foundation for empowering local governments and farmers' organizations to construct recycling and reuse sites and subsidizing on-site equipment or facilities.

Relaxation of Regulations for Primary Processing of Plant-Derived Agricultural Residues on Agricultural Land
On October 26, 2011, the COA announced an amendment to Table 1 under Article 13 of its regulations for approving agricultural facilities. This amendment categorizes collection and processing sites for plant-derived agricultural by-products as a sub-category of approved agricultural marketing and processing facilities. This legal provision forms the basis for establishing recycling and reuse sites on agricultural land, allowing by-products such as rice straw, rice husk, bamboo, fruit tree branches and bark, discarded flower cuts, and other plant-derived agricultural residues to undergo primary processing, including crushing, drying, and palletization, at collection and processing sites. This amendment is a significant step towards expediting progress toward net-zero agriculture.

Seeking Special Post-COVID Budget Allocation to Subsidize Equipment and Facilities for Recycling and Reuse Sites
ligned with the Special Act for Enhancing Post-pandemic Economic and Social Resilience and National Sharing Economy Achievement, announced by the President on February 25, 2023, the COA published the regulations on post-COVID measures on April 19, 2023. These regulations aim to facilitate the construction of recycling and reuse sites, including equipment and facilities. This effort is part of the broader initiative to achieve net-zero emissions and sustainable development, aligning Taiwan's agriculture industry with international standards. Entities seeking support must prepare and submit a comprehensive operational plan to the AFA for review before implementation.
